Saurfang and Hogger realized that if they were on the same continent, the sheer concentrated badassery would cause a cataclysm. Saurfang cut the continent in half, and Hogger destroyed the Well of Eternity to create the Maelstrom and ensure they would stay forever separated.
Need proof? You didn't see Hogger in Ahn-Qiraj, did you? Even though together they could have one-shotted Ch'thun, they both were aware of the grave repurcussions of coming together on the battlefield.

yeah sure thats why hogger is a level 11 elite while saurfang is 72 (and thats only because theres not an infinity symbol in the wow font so he will perpetually be upgraded in levels as new expansions come out...)

Hogger's level 11 because he wants you to believe that...See, come to him when you're drunk and he's lower level, he's whatever level you perceive him, but in all honesty he has no level and no health, he is unkillable. He is the wind, He is the rain, He is death incarnate. Why else would he come back from death?

Actually, that's just further proof.
Hogger knew that the world could only display one of their levels (You can't have 2 of infinity) so he's displayed as a level 11, while he's really MUCH higher. :P
