Actualy Kil'Jaeden realized why the burning legions attempts to conquer Azeroth failed. he first saw this after the defeat of the orcs he realized it was free will that kept the burning legion from total victory. So he decided to create an army without a free will: the scourge. It was the cunning of Ner'zhul and his gift of foreseight that eventualy freed him from the legion's hold.
