I think that the Alliance is intelligent enough to remember that the goblins are not a unified political body, and will work for *anyone* who pays them enough. The Steamwheedle Cartel is neutral, the Bilgewater Cartel will be working for the Horde. Goblins as a species are not affected by the fact that some of them work for Deathwing.
