There are scourged nerubians and other scourge in the top layer, until you fight the prince.
These are presumably in combat with the forces below and through the door behind the prince, although you cannot see it. The guys behind the prince are old god worshippers and faceless ones.
There are no unscourged nerubians within the instance.
